FY-2027 Budget Talks Begin -CSA Opens Public Consultations

MONROVIA: The Civil Service Agency (CSA) has launched a three-day national budget consultation, bringing together 109 government spending entities to identify priorities and strengthen planning for Liberia's Fiscal Year 2027 Budget.
The CSA, serving as Lead Convener of the Public Administration Sector, has commenced a three-day Sector Working Group Engagement aimed at laying the foundation for the preparation of Liberia's Fiscal Year (FY) 2027 National Budget.
The engagement, which opened Wednesday, August 5, 2026, at the Ellen Johnson Sirleaf Ministerial Complex in Congo Town, brings together representatives from 109 Government Spending Entities. The Ministry of Finance and Development Planning (MFDP) is serving as Co-Convener.
Participants include officials from the Planning, Monitoring and Evaluation, Human Resource Management, Finance and Gender Units of government institutions, who are expected to identify sector priorities and contribute to a coordinated, bottom-up approach to the national budgeting process.
Addressing the opening session, CSA Director-General, Dr. Josiah F. Joekai Jr. emphasized the strategic importance of the Public Administration Sector, urging participants to engage in meaningful discussions on the key policy and budgeting instruments that guide government operations.
“The Public Administration Sector of government is very critical. This sector anchors the government’s performance, and when we talk about administrative services across government, it is this sector; and when we talk about compensation management, it is this sector. Therefore, you have a critical role to play,” Dr. Joekai said.
According to a CSA press release, participants will examine several essential budget preparation tools, including the Budget Call Circular, Budget Policy Note, Baseline Costing Template and Project Costing Template, to ensure government institutions are adequately prepared for the FY2027 budget cycle.
Dr. Joekai reminded participants that while the Ministry of Finance and Development Planning manages the country's fiscal space, the Public Administration Sector must ensure that government personnel systems are fully prepared to support efficient service delivery.
He also called on the Ministry of State for Presidential Affairs and the Liberia Institute for Public Administration (LIPA) to become active members of the Public Administration Sector Working Group to strengthen inter-agency collaboration.
Representing Finance and Development Planning Minister, Augustine Kpehe Ngafuan, the Director of the Public Administration Sector, John D. Monger, said, the engagement provides an opportunity for government institutions to deliberate on issues that are fundamental to developing a credible and responsive national budget.
According to the press release, the Sector Working Group Engagement represents "the initial but critical step in the strategic phase of the FY2027 National Budget cycle," providing a bottom-up planning process through which government entities identify priorities and activities that will shape the national budget.
The three-day engagement is expected to produce key recommendations that will inform the formulation of Liberia's FY2027 National Budget while strengthening coordination, planning and accountability across the public administration sector.
